{"id":6807,"date":"2022-10-13T10:09:40","date_gmt":"2022-10-13T09:09:40","guid":{"rendered":"https:\/\/www.theoaklandgroup.co.uk\/?p=6807"},"modified":"2024-04-17T10:01:58","modified_gmt":"2024-04-17T10:01:58","slug":"how-to-create-a-data-strategy-part-3-plan","status":"publish","type":"post","link":"https:\/\/weareoakland.com\/blog\/how-to-create-a-data-strategy-part-3-plan\/","title":{"rendered":"How to create a Data Strategy: Part 3 &#8211; Plan"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">So far in this series on data strategy creation, we\u2019ve discussed <\/span><span style=\"font-weight: 400;\">the importance of <\/span><a href=\"https:\/\/www.theoaklandgroup.co.uk\/how-to-create-a-data-strategy-part-1-discovery\/\"><span><span style=\"font-weight: 400;\">data strategy discovery activities<\/span><\/span><\/a><span style=\"font-weight: 400;\"> to establish a current state assessment and <\/span><a href=\"https:\/\/www.theoaklandgroup.co.uk\/how-to-create-a-data-strategy-part-2-define\/\"><span><span style=\"font-weight: 400;\">how to define the data capabilities<\/span><\/span><\/a><span style=\"font-weight: 400;\"> required for your ideal future state.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In this article, we\u2019re going deeper into what\u2019s required to build the roadmap for your data strategy.\u00a0<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6375\" src=\"https:\/\/weareoakland.com\/wp-content\/uploads\/2024\/01\/TL-Visuals-V2_DEFINE-scaled.jpg\" alt=\"\" width=\"2048\" height=\"1152\" \/><\/p>\n<p><span style=\"font-weight: 400;\">We\u2019re also going to investigate how to create a structured framework for change \u2013 one of the critical success factors for your data strategy.<\/span><\/p>\n<h3><strong>The barriers to change<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">Many organisations are pursuing digital ambitions of a \u2018data-driven\u2019 future, but bridging the gap between hype and reality is no mean feat.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Standing in the way of lasting operational change are significant obstacles that you may recognise:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Communication barriers between IT and the business<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Differing perceptions on what is important, the value of the work, and the urgency to act<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Lack of clarity on where to start and how to build momentum<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Lack of critical data capture, difficult to get at when captured, of poor quality when you have it, or the literacy around how to use what you have is so low it\u2019s of no use<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Constant struggles fighting for bandwidth and near-term vs long-term priorities<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Rather than go off and make a huge investment in technology (that often struggles to deliver value and compounds the barriers) we recommend asking some early change-focused questions to help with planning your data strategy.<\/span><\/p>\n<h3><strong>The 3 A\u2019s of Change Communication<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">There are three core areas we have found critical to the change management success of any data initiative.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We call them \u2018The 3 A\u2019s\u2019:<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6809\" src=\"https:\/\/weareoakland.com\/wp-content\/uploads\/2024\/01\/Data-Strategy-Blog-Screenshot-7.png\" alt=\"\" width=\"842\" height=\"517\" \/><\/p>\n<h3><strong>The Ambition:<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">It\u2019s critical to explain the strategic importance of your data strategy roadmap beyond mere soundbites.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s not enough to use lofty and vague aspirations such as \u2018we want to be more data-driven\u2019 or \u2018driving more value from data\u2019. These are noble goals but too vague for most senior managers and workers to resonate with.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It\u2019s important to align your data strategy to specific business drivers the leadership is already invested in.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For example, Network Rail had a strategic objective to \u2018put passengers first\u2019, as directed by the government:<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">\u201cRail Project SPEED, forged alongside Network Rail, is a call to arms to cut unnecessary red tape, be bold and purposeful, and empower the railway to be radical in its thinking to halve the time and reduce the cost of delivering infrastructure projects.\u201d\u00a0<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">The strategic ambition to <\/span><i><span style=\"font-weight: 400;\">halve the time and reduce the cost of delivering infrastructure projects <\/span><\/i><span style=\"font-weight: 400;\">was central to our work with Network Rail in developing a data strategy that in turn led to a radical new solution for intelligent forecasting across the entire capital projects delivery business.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Find what is driving the business agenda in your organisation and ensure your ambition for data is clear, unambiguous, easily communicated and outcome-focused.<\/span><\/p>\n<h3><\/h3>\n<h3><strong>The Approach<\/strong><\/h3>\n<p><span style=\"font-weight: 400;\">What is your intended plan and what is the thinking behind the strategy?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Change invites scepticism so we need to communicate not only the approach of the data strategy roadmap but why it is required. This ensures that everyone understands the sense of urgency and plan for the intended roadmap.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A couple of slides should be enough to explain the \u2018why\u2019 behind your approach and its critical importance.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For example, here\u2019s a slide from an earlier engagement:<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6810\" src=\"https:\/\/weareoakland.com\/wp-content\/uploads\/2024\/01\/Data-Strategy-Blog-8.png\" alt=\"\" width=\"760\" height=\"367\" \/><\/p>\n<p><span style=\"font-weight: 400;\">In addition to creating a sense of urgency and logic in your approach, you also need to adapt your roadmap communication for the right level of the organisation.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">CFOs may want to understand the cost and resource implications at each phase of the roadmap.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">CIOs will want to understand how each phase will shift the information architecture and system landscape as each roadmap phase is rolled out. They\u2019ll need clarity over which internal groups\/functions need to be aligned and pre-allocated.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">CEOs may want to understand how each roadmap outcome will drive tangible gains that can be communicated to external stakeholders such as investors and regulators.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">At Oakland, we find that a simple \u2018Big Picture\u2019 of the data strategy approach, aligned to each stakeholder community makes sense, rather than unwieldy spreadsheets and \u2018death by Powerpoint\u2019.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That said, you do need to have a deeper, hierarchical breakdown of the approach that makes sense to the sub-functions, such as development teams, business user groups and data operations.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">The Accountability<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The intended approach of your data strategy roadmap needs to advise which teams (and leaders) are involved and what their exact responsibilities will be.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the most critical activities your data strategy will need to undertake is increasing the maturity of the data culture within the organisation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Here are some examples of necessary cultural shifts in data:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensuring that staff at all levels, from customer-facing up to board level, take responsibility for the quality of information they create and share<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Creating an environment where data quality concerns and challenges are openly discussed and acted upon<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">New systems are constructed by following robust guidelines and policies to ensure data quality best practices are adopted<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensuring that the provenance and lineage of data is documented and assured<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">It\u2019s easy to think of a data strategy as some \u2018IT Program\u2019 because it will invariably lead to quick wins in the form of data improvements or other pilot data initiatives that involve technology.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Therefore, an accountability framework and early communication are critical to ensure that senior management is fully briefed on their responsibilities and is regularly engaging their staff on the importance of the data strategy deliverables.<\/span><\/p>\n<h2><span style=\"font-weight: 400;\">Implementation Plans<\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Here are the three groups of detailed plans we help deliver on our data strategy initiatives:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Project Plans (Short-Term\/Long-Term)<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Investment Plans<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Activity Profiles \/ Maturity Plans<\/span><\/li>\n<\/ul>\n<p><b>Project plans<\/b><span style=\"font-weight: 400;\"> are typically more fine-grained at the outset and more loosely defined for the longer-range initiatives which are more susceptible to shifts in business strategy and prioritisation.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-6811\" src=\"https:\/\/weareoakland.com\/wp-content\/uploads\/2024\/01\/Data-Strategy-Blog-Screenshot-8.png\" alt=\"\" width=\"858\" height=\"477\" \/><\/p>\n<p><b>Investment plans<\/b><span style=\"font-weight: 400;\"> may provide summaries of cost projections, weighted benefits and other forecasts relating to the data strategy implementation.<\/span><\/p>\n<p><img loading=\"lazy\" 400;\">Importantly, each Activity Profile will map against a Data Competency Maturity Framework so the organisation can continuously plan and track its progress as each data capability matures and
